Circuit Breaker Limitation on Non-Resident Homestead Property Value Increases Effective January 1st, 2024, Tax Code Section 23.231 sets a limit on the amount of annual increase to the appraised value of real property other than a residence homestead. Homestead Exemption Audit- Senate Bill (SB) 1801 During the 88th regular session, the Texas legislature passed Senate Bill (SB) 1801, effective September 1, 2023, which requires the Collin Central Appraisal District develop a program for periodic review of each residence homestead granted under Texas Property Tax Code Section 11.13. The bill requires the Chief Appraiser verify each residence homestead at least every 5-years to confirm the recipient of the exemptions still qualify. For more information, click here . There is no charge or fee to associated with receiving or filing an exemption application with the Collin Central Appraisal District. 2024 Low Income Housing Apartment Capitalization Rate: 8% The Appraisal District is giving public notice of the capitalization rate to be used to appraise property receiving an exemption under Section 11.1825 of the Property Tax Code for Organizations Constructing or Rehabilitating Low-Income Housing: Property Not Previously Exempt. Cap value applies to residential homesteads only and it goes into effect the second year after a residential homestead exemption has been granted for your residence.
